[Important Notice] The Philippine Department of Energy Issues Official Letter: Compliance with Energy Efficiency Labels on E-Commerce Platforms Has Become an Enforcement Priority

The Philippine Department of Energy (DOE) officially issued a notice to all stakeholders on October 16, 2025, emphasizing that energy-regulated products sold on e-commerce platforms must strictly comply with the requirements of the Philippine Energy Labeling Program (PELP).

This marks the Philippine government’s designation of energy-efficiency compliance in online sales channels as a key enforcement priority.
If you sell products to the Philippines through platforms such as Lazada, Shopee, TikTok, Meta (Facebook/Instagram), or Carousell, you are strongly advised to take immediate action.

Interpretation of the Core Requirements

  1. Mandatory Labeling: All regulated Energy Consuming Products (ECPs) sold online must have an energy label affixed to every model.
  2. Clear Visibility: The energy label must be clearly visible in the product display images, ensuring that consumers can fully understand the product’s energy performance before making a purchase.
  3. Legal Consequences: Failure to affix the required label, or misrepresentation of energy performance, constitutes a violation of the law and may result in enforcement actions by the Department of Energy, administrative fines, and other penalties.

Which Products Are Affected?

  • Room Air Conditioners (inverter / non-inverter; window-type, split-type, and other configurations)
  • Refrigerators (household use, with a capacity of up to 600 liters)
  • Television Sets (with a display size of up to 60 inches)
  • Lighting Products (including fluorescent lamps, LED lamps, and their ballasts/drivers)

What Do You Need to Do Now?

  1. Conduct a Product Self-Check: Verify whether all relevant products you sell on e-commerce platforms have obtained PELP energy-efficiency registration and the required energy labels.
  2. Update Listings: Immediately upload product images with clearly visible energy labels on all online product pages.
  3. Ensure Certification: For products that have not yet completed certification, promptly initiate the Philippine PS/ICC safety certification process as well as the DOE energy-efficiency certification.
