
1. Introduction of Philippine PS Certification
According to the provisions of the Philippine Consumer Law, part of the responsibilities of the Philippine Bureau of Standards (BPS) is to protect consumers from health and safety hazards and to assure the public of the consistency of standardized products on the market. In order to fulfill this responsibility, the bureau stipulates the standardization and certification of locally manufactured and imported products, so that consumers can obtain high-quality and safe products that comply with the relevant Philippine National Standards (PNS).
Currently, BPS implements two (2) compulsory product certification programs: safety certification mark licensing program (Philippine Standard (PS) quality) and imported commodity clearance (ICC) certification program. The products covered by the compulsory certification, whether locally manufactured or imported, cannot be sold in the Philippine market if the product does not have the PS or ICC mark.
The safety certification mark license (PS) is granted to local or foreign manufacturers that meet the requirements of PNS ISO9001 and related product standards. At the same time, ICC certificates are issued to importers whose imported products comply with relevant PNS regulations.
The PS logo and ICC sticker affixed to the product are consumers’ guarantee that the products they buy have passed the BPS certification.

2. Scope of compulsory products for PS certification in the Philippines
Currently, the BPS compulsory product certification program covers (87) products. They are divided into (3) main product groups; namely electrical and electronic products, machinery/construction and building materials, and chemical and other consumer products.
